With the development of information construction in China, there is a problem of information gap. And with the advent of information gap, a new social group has appeared, that is information-poor. In the information age, most of public services provided by the government to people are based on information, however, compared with the ordinary people, the information-poor has difficulties in accessing and using information service. The information-poor is detrimental to harmonious society. In order to safeguard social stability, and safeguard the fundamental human rights, we should deal with the problem of information-poor properly, understand their needs, and supply public services that they need. As the owner of public power and the public trust of the people, and supplying public services for the public is government's duty. Supplying high quality public services to the information-poor is government's accountability. In all levels of government in China, the grass-roots government has the shortest distance from citizens, and it's easy for grass-roots government to understand the public service, particularly the information-poor's public services need. Moreover, in terms of public policy-making and implement, the grass-roots government's behaviors have a strong relationship with the information-poor's problem-solving. Therefore, this paper selects grass-roots government as the study object, and analyzes how does it supply public services for the information-poor.This paper regards the Social Contract Theory and the New Public Service Theory as the theory tools, and based on the analysis of the causes of the information-poor, discusses in detail the problems in supplying public services for the information-poor by grass-roots government. What's more, this paper selects Humen town and Yongning town as examples, analyses their existing problems, and puts forward some measures to improve the situation that the grass-roots government of our country supplies public services for the information-poor. This paper is comprised of six chapters; main contents of the chapters are as follows:Chapter I:Introduction. This chapter introduces the study background, ideas, method, difficulty, and describes innovations of this paper. And then reviews the research situation of foreign and domestic in terms of theory and practice, hoping to provide a basis for this paper's study.ChapterⅡ:Related conceptions and Theoretical Basis. This chapter discusses the problems of supplying public services for the information-poor by the grass-roots government from the perspective of basic conception definition, and discusses the theory tools of supplying public services for the information-poor by the grass-roots government——the Social Contract Theory and the New Public Service Theory, and based on the analysis of the contents of these two theories, and then describes the roles of two theories.ChapterⅢ:The causes of the information-poor and problems deriving from information-poor. This chapter analyzes the causes of the information-poor in terms of personal factors, social factors and the government factors, and based on the analysis of this, discusses the problems which the information-poor brings to harmonious society and government governance.ChapterⅣ:The problems of supplying public services for the information-poor by the grass-roots government. This chapter discusses strategic management of the public service in terms of strategy; discusses the equity problem of public service in terms of current situation of service; discusses fragmentation of public service in terms of departmental coordination; discusses the relation between financial power and the duty of public service in terms of deploying responsibility and financial power; discusses the information construction of the grass-roots government in terms of information construction; discusses inadequate participation of social forces in terms of diversification of public service.ChapterⅤ:Cases study of supplying public services for the information-poor by the grass-roots governments. This chapter selects Humen town, Dongguan city which located in the developed area and Yongning town, Yunan province which located in the undeveloped area as examples to analyze the efforts of these two grass-roots governments in supplying public services to the information-poor, and in order to provide references to improve the situation that the grass-roots government supplies public service for the information-poor. ChapterⅥ:Approaches to improve the situation that the grass-roots government supplies public services for the information-poor. This chapter discusses which principle that the grass-roots government should adhere to when supplying public services for the information-poor from the perspective of basic principle; discusses approaches to access to public services for the information-poor from the perspective of communication approach; discusses public service's needs and measures to meet to needs of the information-poor from the perspective of need; discusses information infrastructure from the perspective of hardware construction; discusses the problems of social forces participation in governance public problems from the perspective of diversification of public affairs governance; discusses the problem of education improved the public's information quality from the perspective of software construction.The conclusion sums up the thoughts of this paper, and points out research direction in the future.
