Study On The Problems And Countermeasures Of Social Pension Service In Qingpu District Of Shanghai City

Shanghai City is the first area to enter the population aging stage in China. In recent years, the aging degree is deepening. Located in the suburb of Shanghai Qingpu is also facing the grim situation of the population aging. In the future, more and more older people will be in need of social services. The development of social services has been developing rapidly in many ways in Qingpu District in recent years, such as the service subject, service content, service standards, operation mechanism, and funding, but with the increasing contradictions of multi-level demands for pension service, the dislocation of supply and demand still exists, the sustainable development of social endowment service is still full of challenge. What is the current situation of the development of social pension service in Qingpu? What are the problems and reasons that hinder the development? What is the effect of the change of population structure in Qingpu district on pension service? What is the trend and characteristics of pension services for the elderly in Qingpu district? What is the direction of the construction of social pension service system in Qingpu District in the future? The answers to the above questions are of theoretical and practical significance for the realizing the scientific development of the social pension service in Qingpu.This dissertation is divided into six parts.In Chapter One, the author introduces the background, purpose and significance of research questions, carries on the elaboration of the overall framework and specific research methods, and points out the innovation and deficiency of this paper. At the same time, the author has a study on domestic and foreign relevant research, trying to further her study. In Chapter Two, the author defines the concept of family care, community care and pension institutions which are included in the social pension services, and the functions, the characteristics, service objects and functions of these three types of pension services. The author makes an overall statement about the development of social pension services In Chapter Three, The third chapter the author predicts the trend of the aging population in Qingpu District, through the questionnaire and empirical survey data on the basis of which, she has an in-depth analysis about the future trend and characteristics of the social pension service needs In Chapter Four, the author analyzes the current situation of old-age care institutions and home from the aspects of supply, the development of the structure, the overall level and also analyses the existing problems and difficulties in the process of development. In Chapter Five, the author introduces the experiences and practices of Japan and the United States in the development of the social pension service process, and summarizes the inspiration for reference. In Chapter Six, based on the above analysis and combined with the trend towards social pension demand and existing problems, the author comes to the conclusion that the government should play a leading role and various subjects be encouraged to work together to establish a unified assessment system and supervision system to meet the basic demand of multi-level pension and ensure the service quality, fairness and transparency.
