As a large agricultural country, China has always attached importance to the rural governance, and to execute the policy directly is masses of the township cadres,especially the township village resident cadres. This group is reposed limited power while undertaking heavy responsibility, so that their careers are full of contradiction and pain. So, how to improve the stability of the township village resident cadres’ career stability, enhance the level of grassroots governance is a urgent important topic for government. The purpose of this paper is to study on occupational status, assess the stability of their career, and explore the influence factors of the career stability of the village resident cadres. What’s more, this research provides solutions to establish an efficient, stable team of village resident cadres.Upon the foundation of current researches, this paper gives the definitions of village resident cadres and career stability, describe the village resident cadres’ work status, and analyses influence factors of their career stability. This paper bases on three theories which are Maslow’s Hierarchy of Needs Theory, Career Development Stage Theory and Two Factors Theory, and put forward corresponding promotion strategies.This paper took Xianxi town in Wenzhou City as a case study, we have obtained systematic and comprehensive scientific survey data about the township villageresident cadres by conducting the research through interviews and questionnaire survey. Thanks to the research, We found the duties of a village resident cadre are cumbersome, their delegations and responsibilities are uncoordinated, and they work overtime but under paid. We also concluded the careers of village resident cadres are in fact unstable by analyzing comprehensively with official capacity, full-time work and demographic characteristics, as well as considered their aspirations, career term and modality at the time of entering a village cadre job.As a result, we make a conclusion that the career of township village resident cadres is not so stable in fact. Further more, we analyzed and found three main factors affects which affecting the career stability of the township village resident cadres.First, professional characteristic, including job contents are cumbersome and heavily called to account. Second, welfare and benefits, including mismatch between income and living needs, imbalance between remuneration and contribution, and no difference between do extra or less. Third, individual capabilities, including limited capability development, blockage of promotion channels and haunted with Springboard-Attitude. Above factors are significantly demotivated village resident cadres, and impacted work performance in a negative way, also ultimately affected the stability and development in rural areas.On this basis, this paper draws the suggestions to improve the career stability of the township village resident cadres. One is to establish a scientific performance appraisal mechanism, another one is to design a reasonable salary and welfare system,third one is to built a suitable team of the township village resident cadres, the last one is to create a good work atmosphere in the township. With using a variety of methods,we find feasible and effective strategies to enhance for the township government and township village cadres in proposed to enhance the career stability of the township village resident cadres, and provide management basis and direction for the township government on the village resident cadres’ team building, so as to provide meaningful guidance for governance at the grassroots level in our country.
