The exchange system in our party and government leaders is an important part of the reform of personnel system. It is important to establish and improve the leading cadres exchange system for the scientific and standardized personnel management. The report at 18 th party congress emphasized that it’s necessary to deep the reform of personnel system and construct the high-quality cadre of the ruling. Actively and steadily carry out the work of leading cadres exchange, can effectively nurture and train leading cadres, promote the orderly flow of team of genius, and improve the overall quality and the effectiveness of the work of the party and government leading cadres. From 1942, the first time, the Party Central Committee proposed that we should allow the exchange of cadres appropriately. Then, in 1990, the Party Central Committee put out the provision of the exchange system in our party and government leaders. Now, the leading cadres exchange system has been in operation more than 70 years. There were emerged some question, like formalization, waste of ruling resources, increase administrative costs and other issues in Leading cadres exchange system, which have seriously hampered the implementation of cadre exchange system. There has been such a voice in society that the exchange system do more harm than good. Therefore, some people claim to cancel the system. The paper is written through theoretical study and practical method of sampling survey carried out advantages and disadvantages of the system. Moreover, this paper also puts forward the improvement measures.This paper expounded on the advantages and disadvantages of the current system of party and government leaders exchange analyzed by five chapters. The first chapter defines the core concepts, describes the theoretical basis and institutional basis for leading cadres exchange system. The second chapter describes the current situation about the status of department-level leading cadres above through the cadres resume and the Central Organization Department’s information. This paper takes Hubei Province as an sample to understand their exchange status quo in the form of questionnaires. The third chapter, by analyzing the actual exchange of leading cadres of party and government leaders to grasp the status quo exchange system, understand the reasons for their status generated. The fourth chapter describes the achievements and shortcomings for the exchange system through the actual data. And then the chapter will come to the conclusion whether or not to continue the implementation of the exchange system. According to the exchange system problems, the fifth chapter puts forward countermeasures and suggestions for the exchange of cadres system can be run efficiently.
