The Advantages And Disadvantages Analysis And Promotion Strategies Of The University Expert Assessment Of Government Performance

Government performance evaluation, as an important measure for the government to evaluate and improve its capabilities, has been widely used in the practice of governance in the world today. Since the beginning of the1990s, under the influence of "New Public Management Movement", the country’s government performance evaluation has gradually embarked on the road of theory and practice Especially in recent years, with the development of China’s administrative reform, the government performance evaluation model is also becoming innovative. Influenced by western universities and inspiration, our university experts to assess government performance mode gradually rise. Also the practice is increasing and it draw people’s attention. But by the influence of inherent system, the access to information is difficult to reach, also the evaluate lack of system security, as well as their own shortcomings, all this factors has hindered this assessment model. Therefore, it is very necessary to study the theory and practice of university experts to assess all aspects of making summarizes studies to identify existing problems and further improve the proposed strategy.In this paper, the theory of new management, the theory of governance, stakeholders and public choice as a tool for the university experts to do the government performance evaluation studies.
