The development level of Modern science and technology has been the sign of general national power. With the development of economic globalization, the economic and technological relationships between countries are increasingly close. And the relationship between countries should be located in a unified international one including economy, technology and law. Thus, to the argument about economy and technology will avoid being involved in politics, to guarantee that the international economy develops successfully. In 2001 China became a member of WTO, which means that we must comply with regulations of WTO and take on relevant responsibilities. Entering WTO is not only an economic matter, but also a legal one. And the essence of economic competition is the technological competition. Nowadays, technological revolution has great influence on economic development. It has been a problem that national legislature should urgently solve that how to regulate the activities about scientific and technological research, development, and achievements.Firstly, the paper introduces the historical development of WTO, and the influence on WTO scientific and technological legislation because of entering WTO.Secondly, the paper analyzes and discusses the situation about technological legislation of some countries WTO which are the member of WTO in four fields including scientific and technological system, enterprises'technology innovation, protection of knowledge property right, transformation and using of scientific and technological achievement.Thirdly, through analyzing technological legislation of the countries, the paper puts forward that the legislation system of China is not still perfect compared with that of developed countries, although the technological legislation of China has had great development.
