Under the modern democratic political system, citizen participation in public affairs and public decision-making process is not only a fundamental right, but also a necessary requirement in strengthening the government’s legality and improving government’s modernization of governance. The development of e-government and network politics have led to a change in the way citizens interact with the government,changed the traditional interaction way which is closed, uninformed and high-cost,and shortened the distance between citizens and the government. In views of the trend in e-government development, it’s quite necessary to provide services in public needs and expand channels for citizen participation. Our government actively promotes e-government currently, and the government website has opened up a channel for government-civilian interaction with unique advantage, promoting citizen participation in the discussion of politics and public affairs.Based on this, this paper focuses on whether government-civilian interaction platform online can do good to democratic decision-making, how citizens perform on government-civilian interaction platform, and why they behave in that way? After looking into the government-civilian interaction platform in Beijing government website, this article comes to the conclusion that there are three paths in which the public take part in, including "down-top", "top-down" and "multiple interaction". In terms of participation levels, it proves to be "partnership" of the citizen participation ladder in Beijing government website, meaning that citizens have the right to participate in policies and are able to influence policy results.Based on the social action theory of Parsons, this study builds an analysis framework containing the elements of the subject, the goal, context and the notion, then analyzes the inner logic of citizen participation in government-civilian interaction platform. Also, it brings upsuggestions from the aspects of notions, skills and systems in civic participation, to optimize the behavior of citizen participation in government websites and to promote the democratization of network decision-making.
