The research on network participation in mass incidents, a common product of social contradictions in the transitional period and the rapid development of modern network technology, apparently contributes not only to theoretical significance for the construction of the research framework of network participation but also to practical significance for social stability and development. This study attempts to be based on the theory of political participation and network participation—government response mode, and take Maoming PX event as an example to analyze the process of network participation in a mass incident, which is combined with the quantitative study of the data. It’s found that network participation in mass incidents follows the inner logic; The action mechanism can be generalized that it transform from public opinion formation, differentiation, concentration, and finally to a collective action on the network platform; The obvious press on public decision-making and the social effects does exist. Effective participation of citizens promotes social stability dynamically and orderly, and Furthermore, we discuss the dialectical effect of network participation and social stability, and imperfect network participation will lead to social conflicts. Therefore, the trend of constructing the ecology of network participation must be formed in the future.
