This paper mainly through the analysis on the construction ofShanghai District portal website’s "government-civilian interaction"column, in order to study interaction of the government and thepeople. Through the analysis of " the main problems ofgovernment-civilian interaction" column, in order to strengthen theinteraction between government and the public. This paper aimsto through the optimization of interactive platform between thegovernment and the public, to reduce the government-civilianinteraction’s disorder, strengthen the service consciousness ofgovernment, communication, listening, better service to the public,so as to make the three key factors (government, civilianand platform) influence each other and help from each other,forming a virtuous cycle. This paper divided into the followingseveral parts:PartⅠ: Introduction. The main account of the background, current research and research ideas and innovations of this article.Part Ⅱ: Research base. Introduces the concepts and theoriesinvolved. Including the concept of “government-civilian interaction” to define, citizen participation ladder theory, new public management theory, and government portals interactive model introduction.Part Ⅲ: Analysis the status quo of Shanghai districtgovernment portal’s “government-civilian interaction”. By analyzingthe Shanghai district government portal’s “government-civilianinteraction” to development achievements and problems, identify thecauses of the problem.Part Ⅳ: Foreign Experience.
