Attaching importance to application of the new information technology and the new business in E-government, it will be developed frequently displaying new face. Development of E-government renders help constructing of Service-Oriented Government, meanwhile, it is the only way to make the transparent and high-efficiency government. The E-government application is the purpose and the means of its development. Therefore, studying the E-government application, especially studying deeply the new government-civilian interaction forms, has important practice guiding significance that it produce a propulsive force to E-government developing, and then boost realization of Service-Oriented Government.As the development of information technology, information product, form and function being continuing without end are getting richer with every passing day, degree of convenience and rapidity is also higher and higher, and it has the vast application prospect in a lot of field of society. Therefore, this thesis through analyzing E-government application of government-civilian interaction, brings forward the valuable reference idea on practice of government-civilian interaction. Part II has pointed out the significance of development of E-government application boosts the construction of Service-Oriented government on the basis of sketching the E-government general situation and analyzing the connotation of Service-Oriented government: The E-government application has provided new pattern for government service; E-government application has improved government public service on quality and benefit.Part III and Part IV have set forth the problems like characteristics, functions, limits, comparison with others, and how to make use of themselves, of every approach of government-civilian interaction which belongs to different basis network type. It provides E-government practice and government-civilian interaction practice for effective reference theory.Part V has submitted the suggestion on how to make full use of function of government-civilian interaction under E-government in all-round perspective.This thesis mainly adopts demonstration analysis law. It uses a large amount of detailed facts and accurate data in the purpose of speaking on facts. The thesis concentrates on the application of new information technology on government-civilian interaction, and it has analyzed government-civilian interaction under E-government in all-round perspective.
