Problems And Countermeasures Research About The Grass-Roots Government Disposed Mass Incidents In China

Currently, the high incidence of domestic mass incidents during the period of transition was caused by the deepening reform which led to the huge changes of social pattern and conflicts of interest growing. As the link between state machine and people, grass-roots government is the executor of the state laws and regulations, it is also manager which leading local various fields, and it has duty to maintain social stability and prevent mass incidents. The ability of grass-roots government disposed the mass incidents is an important aspect of its ruling ability. How to actively prevent mass incidents in advance, cope with effectively and handle it properly afterwards, how to ensure the stability of the social and economic development is a key problem in front of the grass-roots government.
