Mass incidents have aroused high attention of more and more people. With the developmentof Open-up Policy and economic growth, China is in a stage of social transformation, economictransition and political reform. Mass incidents take on a series of characteristics such as hightrend, upgrading outbreak, high involvement of public participation and difficult handing due tothe increasing various social contradictions caused by diverse social patterns, gradual frictionbetween different interest groups and the continuing enhancement of people’s legal awarenessand rights safeguarding consciousness. It poses a huge threat to socio-economic developmentand people’s happiness with the increasing expansion of mass incidents scales and more andmore fierceness of their forms.Local government is the advance party of soldiers to deal with mass incidents. Incorrectdisposal and increasing situation lead to irrevocable faces and unpredictable losses because of itsincapability in governance, lack of experience in coping with people’s letters and calls, itsneglect of preventing mass incidents and negative influences from governance ideas, cadres’capabilities and coping mechanism. The author tries to analyze the reasons of mass incidents tomaster general rules, explore the questions local government meet in dealing with mass incidents,analyze in-depth reasons, and provide a sound mechanism in prevention and disposition for localgovernment, and improve rehabilitation disposal in order to reduce the occurrences and hazardsof mass incidents effectively to maintain social harmony and stability.This paper has six parts:The first part is an introduction. It mainly introduces the background and meaning of thetopic, researches on definitions, features, reasons, prevention, rehabilitation and post processingof mass incidents in and out of China, and research aims, contents, innovation points andmethods as well.The second part focuses on foundational theories. It concentrates on the basic theories oflocal government and mass incidents, including the illustration of the relative concepts of massincidents and local government, the statements of relative theories on account of mass incidents,such as social conflicts theories, contentious political theories, governance theories and crisismanagement theories.Chapter Three analyzes the questions. It studies and analyzes the current situation andreasons of mass incidents and questions occurring in coping with mass incidents by localgovernment.Chapter Four mainly concentrates on the in-depth analysis of questions in dealing with mass incidents by local government.Chapter Five is a case study. It highlights X county’s successful experience in coping withmass incidents by virtue of introducing the causes and processes of mass incidents during landrequisition and removal in X town, X county.Chapter Six proposes measures for local government in mass incidents. It first states thebasic principles in coping with mass incidents, then puts forward concrete countermeasures frombeforehand, interim and afterwards, and provides references for local government in coping withmass incidents.
