A Study On Grassroots Government’s Handling Of Mass Incidents

As the most basic unit in the national governance system,the grass-roots government undertakes the important function of managing local public affairs.However,in the process of our country’s reform in various fields towards the deep water area,the group consciousness of all social strata has been gradually awakened and continuously strengthened,the political participation initiative of the masses has been continuously strengthened,the competition and conflicts of group interests have become more and more intense,and the group incidents have been continuously erupting,which not only seriously damages the credibility of the party and the government,but also brings great adverse effects to our country’s social development.In particular,China is facing unprecedented changes in the world in one hundred years and is at a critical stage of building a well-off society in an all-round way.Especially the novel coronavirus pneumonia epidemic has brought about a huge impact on the national economy and society.This has put forward new requirements for grassroots governments to effectively deal with mass incidents and continuously improve their governance capabilities.Based on the theory of public crisis management and social conflict,this study takes three major typical cases of P city in Shandong Province as the research object.In one case,the village cadres colluded with the developers to instruct the social personnel to set fire to burn the villagers;in another case,the grass-roots government departments intervened properly to properly deal with the mass incidents of nearly 1000 people;in another case,the cross regional gathering of people evolved into a serious violent crime.Through in-depth interviews with the staff and the masses involved in the handling of mass incidents,this paper summarizes the main characteristics and background reasons of mass incidents,deeply analyzes the problems and causes existing in the process of handling mass incidents by the grass-roots government,and finally summarizes and optimizes the effective handling strategies of mass incidents by the grass-roots government,and puts forward innovative measures to improve the quality of Party Construction of the branch,activate the spirit of grass-roots service,use police force cautiously,and carry out the disposal strategy of violent fuse in time.This study believes that the grass-roots group events have five performance characteristics: the group interest demands are hard to meet,the economic demands and public power are intertwined,the behavior is too aggressive to cause the escalation of the situation,the participants are gradually diversified,and the handling difficulty is constantly escalating;the grass-roots government in the process of dealing with group events has imperfect coordination mechanism and single handling subject,abuse of police force to intimidate and There are five problems: lack of violence fuse,neglect of focusing tendency,passive control of public opinion,peace of mind and can not be dealt with according to law,weak party building at the grass-roots level and difficult to play a role.Based on the actual situation of grass-roots government work,this study summarizes and optimizes the targeted and operable handling strategies for grass-roots government to solve group events from five aspects: paying attention to the interests of the masses,ensuring social justice and order;clarifying the grass-roots governance concept,improving the quality of Party Construction of the branch;changing the thought of "rule of man",improving the awareness of the rule of law and Internet;adhering to the grass-roots "pluralism and commonality" We should be careful and decisive with the help of the police,do a good job in dealing with the aftermath and seriously summarize and reflect.
