Research On “country To Residence” Community Governance In City During Urbanization

With the continuous development and progress of China’s society economy, the integration of urban and rural areas are constantly involved in the tide of urbanization. Large tracts of rural land is split and confiscated. Scattered farmers collect in many villagers homestead, forming a unique scene of the city surrounding by rural. These villages still carry on rural autonomous management mode in management system. But its economic structure, industrial structure, mode of production, way of life are great different with the traditional rural society production, the contradiction of urban-rural dual structure is very prominent. The existence of a large number of villages in the city, not only waste many land resources, but also become difficulties of urban governance and contradictions of bursting core area. Therefore, in order to promote the integration of urban and rural development, the government began to lead the implementation of the "country to residence".From the process of "country to residence" macro background, the article analyzed the village both in the theoretical significance and practical significance. It pointed out that the increasing urbanisation is the direct cause of "country to residence ", imbalance of urban and rural dual system is the root cause of the "country to residence ". The article introduces 61 villages in which the villages and towns reform in advance, the village committee reform after that, for towns reform from 2006 to now in the city of Lanzhou. It analyses the Dayantan village in 2004 as a example in the process of the "country to residence" governance practice selectively.According to governance practices, the article find out the Dayantan village " country to residence " supplementary resources less, legal protection weak, assets and responsibilities bad,administrative tendency strong, collaborative governance void and participatory governance infirm such problems. Through profound analysis these problems, the article address several deep-seated reasons, such as not enough policy develop tendency, not perfect management, with only a few targeted laws, short asset quantification, less social organization and weak resident education, with the intention of out of "country to residence" community governance dilemma.Finally, the article compared the other domestic cities "country to residence" management experience. It applied to the idea of limited government theory and cooperative governance theory. The article elicit five countermeasures and suggestions of community governance that it put forward from the aspects of system and mechanism, legal protection level, the collective assets level, governance subject level, culture education level, to broken the urban and rural dualsystem, balance the gap between urban and rural development, so that promote the community development of " country to residence ".
