Research On "Country To Residence" Community Self-governance A Case Analysis Of East Street Office, Huang Pu Districte, Guang Zhou

"Country to residence" community is the changing from dual economic structure to the economic structure of the modern society.It is a special community form in the urban and rural integration.It generally exists in the rural-urban continuum.As for the east street district of Huangpu District in suburban Guangdong,most "country to residence" committee to resident committee can affect the resumption and implement of government grassroots regime and also affect the local social stability and economic development.This article by researching the autonomy condition of ?country to residence? community in the east street district of Huangpu District in suburban Guangdong.On the one hand,through consulting documents,the research on "country to residence" community still lack,hopes to enrich the community governance related research.On the other hand,hope to help finish autonomy construction in "country to residence" community in the east street district of Huangpu District in suburban Guangdong.This article is based on "describe the status quo,analysis of circumstance,ask questions and solve the problem" the logic of thinking,through the literature method,interview method,comparative method,etc.,show the application of inevitability and enriching the theory in the theory aspect combined with related theory of community management and community autonomy.In addition,research the "country to residence" committee in the east street district of Huangpu District in Guangzhou,in suburban Guangdong and look into the autonomic condition and effects achieved and analyze the existing problems and the specific reasons.As for the existing problems,combined the actual condition and used the related theory of practical experience and autonomous experience at home and abroad,this article discusses the strategies to improve "country to residence" committee and proposes my improving suggestion.Although achieved certain effect,the "country to residence" committee in the east street district of Huangpu District in Guangzhou still exists problems such as low equalization of public service program,relationship in the community committee cadres has not been smooth,Community undertakes a lot of government duty and Community autonomy function weak community etc.As for the existing problems,combined the actual condition and used the related theory of practical experience and autonomous experience at home and abroad,this article discusses the strategies to improve the " country to residence" committee and proposes my improving suggestion.In my opinion,the autonomic construction situation can be improved by three aspects including perfecting the material conditions,changing the political environment and enriching the environment system.
