Research On Community Governance Of "Village To Residence" In The Process Of New Urbanization

Under the background of the accelerating process of urban-rural integration and the increasing urbanization rate in China,the neighboring rural areas implement the policy of "removing villages and living together",and the villagers’ committee is replaced by the residents’ committee.The identity of the villagers has also changed from villagers to citizens.Therefore,in addition to the urban-rural dual structure in China,a new type of community-"village to residence" community has emerged."Village to residence" is not only a change of administrative system or appellation,but also a systematic governance project involving organizational structure construction,public service supply and residents’ life integration.As a new community,the "village to residence" community has little experience to follow in the community governance of "village to residence" at home and abroad.In the wave of urbanization,"village to residence" community almost exists in every city,and with the development of society,its number is gradually increasing.With the acceleration of the modernization process of national governance capacity and governance system,the state has paid more and more attention to community governance,and community governance has been paid more and more attention by the academic circles.The research on community governance of "village to residence" is also gradually increasing,and promote the healthy development of "village to residence" community.This paper mainly from the specific practical operation level research,select the author’s hometown Jiyang District of Jinan City for research,the research object is the specific governance of a specific city,through the research to provide a certain reference value for the governance of the community.By means of field survey,questionnaire survey and typical case study,this paper deeply analyzes the current situation of community governance of "village to residence" in Jiyang District,and sums up the common problems existing in the community governance of "village to residence" by combining with the governance schemes and experiences of typical communities,which are mainly summarized as follows:single subject of community governance,incomplete supply of public services,and the behindhand of organization management.Then it analyzes the causes of the problems,summarizes three reasons:the governance system is not perfect,the integration of resources is not in place,and the governance concept has not changed.This paper attempts to further improve the community governance path of "village to residence" from the three aspects of governance system and system,public service system and residents’ integration,puts forward some governance suggestions,such as perfecting the governance system,perfecting the system construction,strengthening the community service system construction,opening up the autonomous channels to promote residents’ integration into the community,and build up a new community governance model of multi-subject co-governance and multi-factor integration.
