Study On The Community Governance Of "Village To Residence"

With the urbanization,a large number of rural land has been relocated,and the administrative system of villagers' committees has been abolished and residents'committees have been established.In addition to the urban-rural dual structure that has been formed in Chinese society for a long time,a new type of thing has emerged--the"village to residence" community."Restoring a village" is not just as simple as changing a "brand" or a "team",it also involves a series of community management problems such as land acquisition,demolition and infrastructure construction,collective asset management,resident status conversion and integration,city life and public service extension.Governance issues.Against the background of the party Central Committee headed by Comrade Xi Jinping putting forward a series of new arguments on the governance of urban and rural communities,studying the issue of community governance in "village to residence" communities is of great significance that improving the level of community governance in "village to residence" communities and promoting urban-rural community governance in the new era.This article starts from the macro background of the new urbanization road with Chinese characteristics,based on the study and reference of community governance experience both at home and abroad,combined with the specific content of“village to residence”community the main contents of L community governance start from three major aspects:the construction of the basic service-type party organization in L community,the work of the L community neighborhood committees,the cooperation and coordination of the various governance bodies in the L community.The three relocation settlement areas B1,B2,and B3 were used as survey objects.The customer satisfaction theory and the SERVQUAL model were used for the overall qualitative and quantitative analysis of the governance situation.According to the satisfaction analysis of the current status of L community governance,there are seven problems in current community management.Furthermore,the reasons are analyzed and some suggestions are put forward.Finally,based on the uniqueness of the " village to residence”community,this paper summarizes the theory of social governance,multi-central governance under the guidance of Marxism.The author believes that in the community governance of " village to residence",the first thing is to lead the community governance with the party construction,to build a multi-agent common governance mechanism of“village to residence" community.The second is to highlight the subject status of the relocated residents,guiding the residents to participate in the community governance of "village to residence".The third is to create a new community service model,highlighting the service function of the neighborhood committee.This paper hopes to optimize and upgrade the existing governance system of L community and improve the governance level of L community through the case study of L community.At the same time,it is also expected to provide reference value and research significance for the future research of "village to residence" community governance.
