Optimization Of Disposal Policy For Group Events Cause By Internet Public Discussion

Due to the rapid development of the socialist market economy, China has become the world’s second largest economy. Our social institutions, economic systems have undergone profound changes along with the improvement of the national strength and economic strength. A series of factors led to some deep-rooted contradictions: adjustment of the pattern of interests, social differentiation exacerbated, and imperfect mechanism and measure; coupled with the fact that government control force reduced, citizen participation awareness increases these years, as well as some hostile elements and the media fanned the flames of the conflicts, our country has entered the stage of high rate of public events due to all these contradictions. And these public events have a great negative impact on the harmonious development of the entire national community, so it’s worth to further study the role played by the network public opinion in all kinds of public events.Network public opinion is the development of the Internet to a certain stage, it is the summation of emotions, attitudes and opinions of various public affairs which the public have concern or closely related to their selves interest through the Internet.Network public opinion has freedom, interactivity, timeliness, latency, emotions,irrationality and publicity such properties. Though China has a strict management of traditional media, Internet media lack of information filter and screening capabilities to making the Internet become a hotbed of network public opinion, and thus became the cradle of the outbreak of public events online or offline.This article includes literature research, empirical research, comparative research,and case study. Other than theoretical and data-based research, in this study, the author has fully participated the main cases in this study and the research data is based on Gansu Provincial Public Security Network security department data base for public opinion. We deep studied the reasons of network public events and the strategy how government deal with network public opinion by analyzing the empirical data topropose new coping strategy. By several case analysis of public events caused by network public opinion in Gansu, we study the causal relationship between network public opinion and the public events, the method and strategy for governments when facing public events caused by network public opinion and how to legally effectively guide successfully resolve such public events as a network manager who works the public security organs.
