In the wake of China’s achievements in economic and social fields and the rapid improvement of city modernization, the improvement in the material conditions of life is remarkable and the increase in spiritual demand is also noticeable, which leads to a large growing of kinds of celebrations and activities. Since the city squares are designed for the celebration and accessible to every citizen, they become the first choice of event sites.During the celebrations and activities, a large number of people will pour in the event sites. Government departments, organizers of the events and every participant should be aware of the risk of stampede accidents when dense and chaotic crowds flow in open space with finite area. Government departments, organizers, particularly, ought to focus on the prevention preparation and response so as to preserve public order and public security. This paper takes the city squares and the emergency management of crowds into consideration, and studies on the process of stamped accidents, and the critical zone of the accidents. Based on the fuzzy comprehensive evaluation method, risk of stamped accidents is studied and analyzed. At last, suggestions to improve the risk management is put forward.
