Research On Comprehensive Evaluation Of Urban Function

Urbanization is the main development strategy of the Chinese society and economy in 21st century. However, the urbanization has created some problems for cities, which not only aggravate the poor ecology environment, but also holdback the sustainable development of the urban economy and affect the society stabilization and eventually the living conditions of the urban residents. Sustainable development contents the conceptions of systematical development and scientific development, which is demanded by the urban development.Urban function is an important component and motivity of the urban system. It has close relationship with the development of urban society, economy and ecology, so it should bear the responsibilities for harmonizing their development. In order to clearly recognize the urban function and implement it in the sustainable urban development, the author analyze the comprehensive appraisal of urban function with the flowing steps:1) Problems identification. Points out the problem resulted from the urban development from the aspect of urbanization strategy, and thus induces problem about urban function;2) Literature analysis. Analyze the literature about study on urban function, research and practice of comprehensive appraisal theory, practice of urban and urban function comprehensive appraisal.3) Elaborate of urban function. Firstly, simply introduces the necessity of urban sustainable development; secondly, presents the ecology, society and economy functions on the basis of the meaning of urban function, analyzes the coupling system of them and point out 3D support system of urban function; lastly, elaborate the relationship between urban function and sustainable development & city competitiveness.4) Comprehensive appraisal of urban function. Sets up the comprehensive appraisal system with longitudinal hiberarchy and transverse homogeneity compare system considering the features and principles of comprehensive appraisal of urban function. Meanwhile, proposes the methods for constructing the corresponding appraisal index for different city, and provides more optional methods for comprehensive appraisal.5) Case study. Takes Chongqing( urban developed economical cycle) for example,evaluate the economy, ecology and society functions using Shift-Share Method, BP Artificial Neural Network based on Fuzzy Comprehensive Evaluation, and then createdly integrates these appraisal, basing which the author proposes some advices on improving Chongqing urban functions.Innovations in the dissertations: Classify the urban functions into interior and exterior function from systematic aspect, and evaluate them separately; proposes the 3D support system of urban function and appraisal system with longitudinal hiberarchy and transverse homogeneity compare system; systematically implement Shift-Share Method, BP Artificial Neural Network based on Fuzzy Comprehensive Evaluation in urban function appraisal.
