With the rapid development of urbanization in the world,urban subway is more and more widely put into urban operation,and in the process of great development of urban subway,the subway has the characteristics of limited space,large passenger flow and short operation time.There are many hidden dangers in the course of operation.The secondary disasters caused by the crowds are particularly prominent,and the harm is often greater than the initial disaster.The emergency response capacity building of the subway stampede is the key to emergency management and emergency rescue in the subway stampede emergency management.Based on the fuzzy comprehensive evaluation method,this paper systematically analyzes the related concepts,characteristics,types and mechanism of emergency response capability in urban subway stepping events.By means of the experience of foreign emergency capability evaluation,and combined with the actual situation of our country and the emergency experience of urban subway stampede incident,this paper constructs the evaluation index system of emergency response ability of urban subway stampede events.On this basis,combining with analytic hierarchy process(AHP),referencing RI value measure of average random consistency index and fuzzy comprehensive evaluation method to construct the evaluation model of emergency response ability of urban subway stampede events.Finally,the model was applied to the subway in Guangzhou.Based on the evaluation results,the corresponding improvement suggestions were proposed.Guangzhou City as well as China's urban subway stampede emergency response ability to provide reference.
