“Benevolence and good-neighborliness”is a fine tradition of the Chinese nation. Since ancient times, each dynasty had emphasized on establishing friendly relations with its neighbors.After the founding of the People’s Republic of China.The new regime constantly opened up new situation in diplomacy, not only broke the isolation and blockade from Western countries.but also gradually established good relations with the neighboring countries. However, after entering the new century, with the ever-changing international situations, China’s diplomacy is facing many challenges: from a geo-economic point of view,There is increasingly fierce competition in the industry and exports and other aspects between China and it’s neighboring countries.from a geopolitical perspective, the prevalent "China threat theory" arising in neighboring countries, the political relations between China and its neighboring countries are more subtle; from a geomilitary perspective, China has territorial disagreements with some countries, sometimes even broke up military confrontation. Thus, the peripheral diplomacy has become the main challenge and focus of China’s current diplomacy work. Since the 18 th National Congress of Communist Party of China, especially after the new CPC Central Committee is headed by Xi Jinping to power, based on assessing the new situations, Xi adjusts and improves the layout of China’s diplomatic strategy. Thus, the "Peripheral Diplomacy " has become the most striking diplomatic strategy after the "Great power diplomacy. However, in the study of Xi Jinping’s thought of governing the country, the studies on the peripheral diplomacy thought is relatively weak, which cannot meet the theoretical demands of China’s diplomatic work in the new era, and academic circles need to follow-up timely.Based on this, this paper intends to explore Xi Jinping’s diplomatic thoughts and practice from four parts. The first part is to clarify the basis of the formation of Xi’s peripheral diplomatic thoughts through literature analysis. In terms of theoretical basis, it includes the sublation of traditional thought of Chinese foreign relations, a critical reference to western diplomatic theory, as well as inheritance of Marxist Theory of International Relations; the basis of practices is mainly a summary of the diplomatic practice experience and lessons learned from the previous leaders of the new China. The second part discusses the main contents and features of Xi’s peripheral diplomatic thoughts from four perspectives, which are economic, political, cultural and military. Also, it compares Xi’s theories with the successive leaders of PRC since 1949, from which we found the characteristics of Xi’s theories. In the third part, it analyzes the practices of Xi’s theories on diplomatism of surrounding countries after the 18 th CPC National Congress through case analysis of foreign affairs with Russia, India and ASEAN, including the analysia of the Belt and Road Initiative The last part concludes that, Xi’s theories on diplomatic policies of surrounding countries provide theoretical guidance for Chinese diplomatic practice. And also it creates a peaceful and friendly international environment for China’s development. Besides, it enrichs the Marxist theory of international relations. Furthermore, with the interaction between the research and practice of Xi Jinping’s peripheral diplomatic theory, it will further improve and optimize the peripheral diplomatic theory system with Chinese characteristics.
