"One Belt, One Road" Urban Diplomacy Research

City Diplomacy has a long time history.City Diplomacy existed in the form city-state communication thousands of years ago,as early as in ancient India,in ancient China,ancient Babylon and the time of ancient Greece.In 1919,for healing wounds of the World War I,Cary city in England and Poil city in France established the first pair friendly cities in the world.After entering the 21 st century,the city diplomacy came into a period of rapid development,a number of world-class city multilateral organization set up joint,such as the United Cities and Local Governments(UCLG).In September and October,2013,China President Xi Jinping,during a visit to kazakhstan and Indonesia,successively put forward to build Silk Road Economic Belt and the 21 st Century Maritime Silk Road(the "One Belt And One Road").We should clear that the negative response to the initiative exists.There are four countries having negative response which are important for OBOR.City diplomacy possesses the official and the folk attributes at the same time.With the official authority oriented towards the target countries directly,the negative mentality could be eliminated by osmosis.Meanwhile,city diplomacy will also enrich the initiative dimension of the OBOR as well as improve the science of policy decision.In view of these positive functions of city diplomacy,it is urgent to integrate it into the OBOR initiative.To eliminate the negative response,We should use the city diplomacy.This article selects the friendly city guangzhou and Bangkok as an example.The city diplomacy of guangzhou is on behalf of the top level of China,and the location advantage of Bangkok make it a pivot city of 21 st Century Maritime Silk Road.But Thailand also has the doubts sentiments,in which the city diplomacy will have a brilliant future.Finally,the author put forward some suggestions aimed at the system and mechanism of central level and the specific cooperation field of guangzhou municipal government level.
