The Enlightenment From SCO’s Development Experience To Deepen China’s Peripheral Diplomacy

The establishment and development of the Shanghai Cooperation Organization(SCO) is unique, its working support is the “Shanghai spirit”, as representatives identity in regional, based on the coexistence of pluralistic civilization, equal to everyone in the relationship, principle of cooperation is mutually beneficial and reciprocal, regional problems and cooperation is the basic issue.Form the SCO was founded, she withstood the severe historical test, solved its own organization mechanism building, carried out exchanges and cooperation in various fields, promoted the formation of regional cooperation systems; balanced the interests between China and Russia, central Asia, and strengthen communication, coordination and cooperation between them; provided members with safe, economic and cultural aspects of public goods; and effectively maintain regional order in concept, system and action three levels. The SCO’s spiritual philosophy “Shanghai Spirit” enriches the theory and practice of contemporary international relations, and reflects the universal demands of the international community to achieve democratization of international relations. The SCO’s development formed the ideas and actions both brought us enlightenment, in line with the major policies of our foreign relations and the international trend of the general direction, it can spread to whole peripheral diplomacy.The current Chinese periphery is facing new situations and challenges. With the implementation of the US Asia-Pacific strategy of “rebalancing”, brought the pressure to China’s military security and construction of regional order; in the South China Sea, the Yellow Sea reefs faced with the occupation, the sea was divided, exploitation of resources, etc.; severe political transition and political upheaval of southeast Asian nations impacted of China’s political security and social stability; as well as some surrounding incidents appear frequently also brought significant challenges and tests for China’s perimeter security and diplomacy.Under the pressure of surrounding diplomatic transformation strategy, the SCO’s development has brought new ideas to China’s peripheral diplomacy. China should clear strategic positioning of regional integration, integrate the force of different structures, different characteristics of eachmember; shaping the strategic target of collective identity, widen recognition among member states, encourage the real all-round cooperation and function expansion, China according her own ability to make more contribution to regional and global affairs, play a greater role in some areas, and undertake the international responsibility. In this process, we won’t overdraft the responsibility those should not assume, but it should be treated differently depending on the circumstances, emphasize the proper accrual, clear the bottom line of national interests, then full play the comparative advantage.
