But at present our country commutation prison supervision exist of the provisions of the legal system is not perfect, imperfect supervision means, existing prison supervision mechanism did not play the role of public and media of prison supervision lack of legal protection and other issues, that prison in commutation appear such as "Zhang case" of corruption cases, seriously affect the prison and state law enforcement agencies in the masses image.At present, most scholars are from the perspective of external supervision, supervision mechanism of the prison commuted to work, but because the prison is a judicial organs closed determines the external strength to realize the truly effective supervision, although internal supervision mechanism has been some scholars deny, but from inside the prison institutions and mechanisms to adjust the angle of constructing effective hierarchical supervision mechanism and cross supervision mechanism is to achieve a breakthrough in prison commuted to work supervision, is to solve the prison commuted to work hard to supervise an important way.In this paper, based on the selection of internal supervision perspective, by choosing Guangdong Sihui prison as a case study, using literature analysis method, interview method, comparative analysis method and case study method of public management, from the aspects of institutional basis, subject, object, procedure and mechanism, then, analysis of the current situation, Guangdong Province Sihui the prison commuted to work of internal supervision by case analysis and comparative analysis method, analyzes the Guangdong Sihui prison commutation internal supervision problem objectively, to analyze the legal supervision conditions and lack of standard, internal supervision procedure is not perfect, for commutation cases at the discretion of the internal supervision and internal supervision of the criminal police out of control assessment of the causes of poor internal supervision in Guangdong Province Sihui prison commutation work.Finally, this paper tries to in the case study based on, explore the new mechanism of internal supervision of prison sentence, legal control, program control, institutional integration, power control and the main control five aspects of countermeasures and suggestions, in order to solve the current Guangdong Province Sihui prison commutation industry and trade for internal supervision is facing the dilemma that prison commuted to work building long-term effective internal supervision mechanism is proposed.
