Human resource management theory in incentive refers to the organization’s desire to achieve their goals by meeting certain needs of individuals in this way to motivate them to high levels of effort. Prison police, as a special group of civil servants, are responsible for maintaining prison security, the execution of sentences, and the rehabilitation of offenders. They need more scientific incentive mechanism to stimulate enthusiasm and initiative. This paper summarizes the domestic and foreign research achievements about incentive theories and it takes D prison of Guangdong province as the research object, surveying and analyzing the present situation of incentive mechanism by the form of questionnaires, visits and discussion. There are many serious expiration phenomenon discovered by the analysis of the present motivation steps, like unfair performance appraisal, lack of a sound examination system, lack of duty promotion, unreasonable reward allocation, lack of specific training content, formal recognition awards. Referencing the comprehensive incentive model, it takes the current incentive mechanism of D prison for repositioning and thinking. The relevant and countermeasures of incentive mechanism are proposed in this paper for rebuilding and improving. First, the incentive mechanism established in the paper for D prison policemen are based on these basic principles, such as benefit, justice, validity, system and development. Secondly, In order to mobilize the enthusiasm of the prison police and ensure long-term incentive effect, D prison should build up a new incentive mechanism, being a "people-oriented" service concept, an objective and fair performance appraisal system as the core, a fair and competitive system of job promotion system as the key point. The paper also recommends some measure, such as implementing personnel classification management, broadening the channels for job promotion, further standardizing the system of recognition awards, intensifying the internal motivation.
