The Research Of Five Types Car’s Traffic Safety Management In Guangzhou

"Five types car" as a big tumor of the urban traffic, the existence have a negative impact of traffic injury accidents, road traffic capacity, public security, urban pollution and noise. Based on the reality of urban population, quality of citizen, insufficient road traffic capacity and rapid economic development, many cities of China fobid motocycle driving on the road. Guangzhou is earliest cities which banned the motorcycle since 2007, and according to the reality gradually evolved into "five types car". The public security organ take strong law enforcement measures, once let these traffic safety troubles disapeared in the streets of Guangzhou. But in recent years, under the drive of economic interest, "five types car" gradually rise, while the traffic administrative department of the public security organ taking high pressure treatment measures, but the Guangzhou "five types car" ownership is not only not to drop, but increase, especially in some wholesale market and urban villages near downtown, is basically in a state out of control.The reasons of five types car’s resurgence is various, not only Guangzhou traditional urban layout and the imperfect traffic network, but also low illegal cost of "five types car" and high economic profits. But compared with 2007, the development of the society and improve the people’s citizen consciousness, our country in economic transition period because of the economic dispatch and produce a large number of social contradictions, the law enforcement environment for the public security organs in quietly changing. More supervision by public opinion and read, the more developed the network transmission channels, more different views and opinions, which objectively make law enforcement of public security organs becomes more difficult, also the law enforcement means and methods put forward higher requirements.In this paper, from the public governance of view, a "five types car" governance of Guangzhou encounter difficulty to conduct a comprehensive analysis of enforcement, and aims at Guangzhou "five types car" comprehensive research problem of traffic safety management, clarify the responsibilities of chaos relationship between government management departments, through the use of legislation, science and urban planning, improve the road network, traffic network construction, and other means, so under the new law enforcement environment further compression "five types car" living space, achieve the goal of comprehensive control.
