| Important issues of urban traffic congestion problems in the development of the world andin many cities in China facing a serious impact on the economic and social development of thecity. With the acceleration of the process of economic and social development and urbanization,the current urban transport development to keep up with the needs of urban development to acertain extent. Therefore, take certain governance measures to solve the problem of urban trafficcongestion, the issues have to be considered in the current urban development.In this paper,starting from the Dalian City Traffic congestion status, the integrated use of the theory of publicgoods supply, government control theory, the theory of market failure and governmentintervention, combined with the city of Dalian City traffic data, in a bid to seek effective waysof governance urban traffic congestion.
