The Sixth Plenary Session of the Sixteenth Central Committee of the CPC had attached great importance to the promotion of rural community construction, which largely encouraged rural areas throughout the country to be enthusiastically involved into the practices and explorations of rural community construction. Some villages had made certain breakthroughs in developing villager autonomy; some villages had facilitated innovation in social management and public services in rural areas, while others had propelled urbanization process and accelerated balanced development between urban and rural areas. No matter what characteristics of the construction rural communities had presented or what achievements they’d obtained, no uniformed pattern for rural community construction had been determined. Due to the differences and imbalanced developments among Chinese rural areas in the aspects of geographical distribution, national characteristics, economic foundation, political situation and the development of villager autonomy, thus, the comprehensive rural reform should be carried out by integrating the realistic implementation of various national preferential policies to empower agriculture with the innovative governance of counties and villages based on their certain conditions.During the exploration of rural community construction, the experience and achievements absorbed from the construction of urban community shall be learned from. It should be pointed out that despite the fact that Chinese urban community construction has made some achievements after decades of exploration, rural community and urban community are two distinct areas, especially with the deepening progress of urbanization process, the ‘Three Rural Issues’, which are centered on issues related to agriculture, rural areas and farmers, have changed into increasingly prominent issues. Through the analysis on the construction of rural community, the integration of rural and social resources, the optimization of community governance structure and approaches in rural areas as well as the innovative construction and governance of rural community, the research aims to evoke the motivation of the subject of rural community and facilitate the improvement in the rural community governance system and the modernization of governance capacities. The thesis has chosen Sichuan Baiping-Feilong Village complex as the research subject. Sichuan Baiping-Feilong village is located in Wusheng County, a major agriculture county which gives priority to the development of its traditionalagriculture. During the process of exploring rural community construction and conducting governance of towns and villages, Feilong Village complex had adopted a new model which was different from previous models like ‘one village with one community’ or ‘several villages with one community’. Feilong complex model shall be explained as under the domination of the government, those geographically-connected counties, villages and towns were planned as continuous areas with the subdivision of different types of communities.Feilong complex model had realized the dual governance of economic affairs and administrative managements, which was actually the realization of continuous community governance in rural area. Therefore, it could be regarded as a bold innovation against the traditional model of rural community governance. It is hoped that through the analysis on the reform, innovation and optimization of governance mechanisms in towns and villages, the difficulties and focuses of the social construction in rural areas shall be identified. Then the thesis will propose a series of measures to speed up rural community construction, optimize governance of towns and villages, promote the integration of urban and rural areas and deepen the comprehensive rural reform.
