The reform of public service vehicles is an important part of the administrative system reform in our country. Since the implementation of the monetized reform for central leading official cars on the 14 th of July in 2014, in addition to xinjiang, Tibet, xinjiang construction corps which are restricted by environment, all other provincial authorities in China have to complete the reform of state-owned cars, and gradually the reform would be advanced to township level. Looking at the process of the reform of public service vehicles, car official seal work has been basically completed in whole China and an age of official car monetization has been started. Within the region in which the monetization reform for public service vehicles is completed, a phenomenon of taking private cars for public use emerged. There is a great difficult for the monetization reform of public service vehicles in the economicallyand geograpfhicaly,underdeveloped areas.how to implement the official vehicles monetization in the areas where practical conditions of monetization are limited is one of the important work in our country of the reform of official vehicle-using system. At the same time how to define the phenomenon of public private cars has been also a subject that should be taken into account since the official vehicles monetization appeared in our country.In this paper, based on the theory of public management, it makes a general and narrow definition of the monetization of official vehicles, analyses the theoretical conditions of the practice of the monetization, concludes the difficulties in the current reform of the monetization of official vehicles, attempts to explore the patterns of the public private cars, and finds a suitable model for the current monetization. In this paper, it compares the patterns of the public private cars with post allowance patterns, bus rental model and market rental model, combined with related theory. Combined with the case analysis of the typical representative of the public private cars--patterns of Yang-ling, it concludes that the public private cars have the characteristics of strong adaptability, low monetization cost, and feasibility, compared with those in the area where existing conditions of monetization are underdeveloped. At the same time, the standard management is sorted out: namely, it should strengthen budget management of the public private cars, the definition of the legalization of public private cars, the improvement the management of public private cars, and the purchase of private cars.
