Research On The Public-private Cooperation In The Supply Of Urban Community Endowment Service

Since the country entered the aging society,the proportion of the elderly population has been rising,and the speed of aging has been accelerating.At the same time,the aging process is accompanied by the trend of empty nesting.The direct result is the continuous expansion of the demand groups for old-age services.In addition,the family that has traditionally been undertaking the supply of old-age services has been weakening its supply capacity.Under the dual effects of the continuous growth of demand and the continuous shrinkage of family supply,the contradiction between supply and demand of old-age services is becoming more and more obvious.Community endowment has become the choice of more elderly people because it combines the advantages of family endowment and institutional endowment.As to who is responsible for the supply of community pension services,both domestic and foreign countries have experienced the exploration and discussion among cities,and the inevitable choice of public-private cooperation has become a consensus.From a theoretical point of view,the new public service theory,governance theory,welfare pluralism theory and so on provide sufficient theoretical support for the public-private partnership supply of community pension services.For the supply of community pension services,the prominent advantages of the government lie in the exercise of public power and the allocation of public resources,the prominent advantages of the market lie in the efficiency of production,and the prominent advantages of social organizations lie in their loyalty to the service objects.However,there are inevitable limitations in the government,market and social organizations,so that public-private cooperation can become an inevitable choice.Through literature analysis,comparative analysis and unstructured interviews,the author studies the cases of Ningbo Haishu District,Nanjing Gulou District and Shanghai Jing'an District.As typical cases of public-private cooperation in providing community endowment services,they have received extensive attention in the society,but there are unavoidable limitations.For example,the roles and functions of participating subjects are not clearly defined,the participation process lacks competition mechanism,the overall service level is low,and the supervision function is not in place.In reality,the practice of private sector undertaking public service supply has swept the whole world.In terms of public-private partnership supply of community pension services,the cooperative supply model of Britain and the United States has given us a lot of important enlightenment.The innovation of public-private partnership in the supply of community pension services in China can be made from four aspects.Firstly,in the transformation of government functions,we should reconstruct the relationship between the government and the private sector,incorporate government performance assessment into the needs of citizens,and establish a good institutional environment;in the selection of partners,we should improve the legal system,introduce public bidding to determine cooperative relations,and set up a reasonable out-system;in strengthening supervision and management,on the one hand,strengthen government supervision,on the other hand,establish a third-party evaluation mechanism;in terms of optimizing the internal management of the private sector and improving the service level,we should innovate the service content and form and establish a professional talent team.
