Research On Government Functionin Social Integration In Multi-Ethnic Region

China is a typical unified multinational country with many ethnic groups. The harmony and stability of social relations in multi-ethnic regions and the development of ethnic regions are interrelated. In one hand, the harmonious relation between nationalities is the basis of realizing and ensuring all people’s benefits. In the other hand, the harmonious and stable social relation is the fundamental grounding to realize the stability and prosperity of our country, to promote the expanding economy, and to ensure the peace and prosperity of all people.Xinjiang is located in the northwest of our country. It is the typical multi-ethnic region in our country, including thirteen nations, who lived here for generations, and many crossover nations. Since the program for developing the western region, based on the insistence and perfection of the system of regional autonomy for minority nationalities, china designs and carries out a series of ethnic policy about national equality and solidarity, economic and social development, and realizes the full development of economic society in Xinjiang. The process of modernization brings new opportunity for the development of ethnic minorities, and new threat for social integration in Xinjiang, including social development issue, the issue of extreme political participation, national and religious problems.As the subject of social integration in multi-ethnic regions, government is the most powerful executor and active facilitator. Under new stage, for government, how to solve these increasing national problems and the issue of social integration in Xinjiang, to coordinate interests and conflicts, to optimize social interest structure in multi-ethnic regions, by authoritatively allocating resources and adjusting methods of social integration, is meaningful for realizing the stability and prosperity of our country, promoting the expanding economy, and ensuring the peace and prosperity of all people.Proceed from defining social integration in multi-ethnic regions, the paper clarifies the connotation, subject and integrated orientation of social integration, constructs a three-dimensional social integration mechanism, in which value, system and culture are the core content. Based on this, it analyzes government function, problems and reasons of social integration in Xinjiang region from three aspects, which are interests’integration, system integration and value integration, combined with the present situation and characteristics of social relations in Xinjiang. Thereby, it provides some suggestions for optimizing social integration in Xinjiang region from three aspects, including system, policy and cultural value.
