The Resarch To Cultivate Law-abiding Citizen's Moral Consciousness In China

The construction of the legal rules in China is the great practice of China's reform.The value goal of this practice is the excellent law and the benevolent governance,which mainly presents as the macro successful value transformation of the law from 'ought to be' to 'in fact to be' and the micro conscious performance to their legal obligations of the citizens and the exertion of their legal rights.It depends on whether the citizens have the moral consciousness of abiding by law,that is to say,the cultivation of citizens' moral consciousness of abiding by law is the virtuous guarantee to construct a country ruled by law.The general moral construction was raised to an important strategic position in the Eighteenth National Congress of the CPC.This is not only the deep exploration to the traditional culture connotation that without virtue a person will not be erected and a country will not be prosperous,but also the experience constantly concluded from the practice and work of the party.It is basically required to deeply explore the law abiding problems of citizens,which is an important content of moral construction,for the amalgamation of the socialist core values to the construction of law.It is also demanded by the development of the moral construction from 'soft demands' to 'rigid norms'.The cultivation of citizen moral legislation not only has promotional effect on people's practice of law,but also is conducive to deepen people's understanding of the ethical and moral meanings that law contains to improve the firmness and consciousness of legal behaviors and theoretically and practically promote the citizens to behave legally.Throughout the ancient and modern Chinese,'politic','force' and the punishment are more important in the traditional society.Besides,people's sense of responsibility is inadequate and subject consciousness is weak.There are most fears and obedience of people to the law,making the abidance to the law of the citizens passive.Together with the unified standards of the modern law,law-abiding utilitarian psychology,the poor example of public power subject to abide the law and the lack of law-abiding and moral education,the cultivation and formation of the consciousness of our citizens to obey the law and the morality is hindered.Therefore,in order to cultivate the consciousness of law-abiding for the citizens,the social environment should be optimized and subject consciousness and the cultivation of critical thinking should be strengthened.Besides,supervision mechanism should be improved and the essence of traditional culture should be explored to promote the achievement of the goal of cultivating consciousness of law abiding and morality for citizens.
