Research On Centralized Management For Barracks Project

With the advancing military modernization of China’s military, investment in the construction of barracks also greatly enhanced. Traditional project management is difficult to better accomplish the task of building in current, restricting the development of the construction of barracks. Therefore, it is necessary to analyze the current barracks construction management problems, develop new project management model to improve the barracks construction management level.This study focused on centralized management for barracks project, design project management model and its support systems, including procurement centralized management, staff centralized management and information centralized management. This article draw on relevant research theories at home and abroad, the use of literature analysis, questionnaires, face to face interviews, modeling, empirical analysis and other methods to carry out the following research:Firstly, in reference to domestic and international project management-related research, combined with the construction of barracks engineering features and management requirements, a comprehensive analysis of existing project management unit of the existence of the problem, the meaning and the overall operation of the centralized management model was developed,and made a specific design on centralized management model from organizations build, assign responsibility,rights aspects and workflow.Secondly, since the management model needs, design model operation support systems to support the implementation of model. Procurement centralized management:delineation of the scope of centralized procurement, the establishment of management principles and the division of responsibilities, and the centralized procurement process has been designed; staff centralized management:establishing project management capability evaluation index system of construction unit staff and Build ANP-FCE model to staff deployment; information centralized management:establishing an information management platform, and constructing a common standard library, a personnel information database, an excellent business library.Finally, through empirical analysis to verify the feasibility of centralized management model and operation support systems, and pointed out the scope and precautions of the promote use of model.
