Design And Lmplementation Of Centralized Procurement System In Military Academies

There are drawbacks in traditional way of military material procurement,such as long cycle and heavy workload,low efficiency and high cost,besides,it produces a lot of paperwork and spends a lot of human material resources for filing and queries.At present,our military is in the important period of deepening comprehensive reform,the transformation of military procurement management mode is the important content of reform,as well an important guarantee of strengthening army;it requires constantly perfecting the policies and regulations,innovating system mechanism,especially to strengthen the information construction of military material procurement.As an important part of the army,it is necessary for military academies to make full use of information technology and set up information management system of centralized procurement by military academies.According to the centralized procurement,the paper elaborates development of software life cycle,including demand analysis,system profile design,detailed system design,system test;etc.The main works of the paper are as follows:(1)In-depth analysis and research carried out on the requirements of centralized procurement system.The structure capability model and the system interface demand model are constructed from the aspects of centralized purchasing process,content and methods.(2)Analysis and design on the system architecture of centralized procurement system.Build a system framework based on three-layer model,the procurement system based on UML uses case diagram,sequence diagram,activity diagram,class diagram and so on,and the centralized purchasing management end and client side are detailed designed and discussed respectively.(3)Detailed design of function modules and databases of centralized procurement system.Describe the budget,purchasing plan,tasks,procurement,procurement contract,data management and other business management module of processing and user interface design,build the business data model and data table structure.(4)Adopt an object-oriented approach and,according to the software design framework,implement a centralized procurement system in military academies based on vc ++ development platform.This paper describes the implementation of the key functions of the system,and discusses the database operation method based on ADO technology,and expounds the design document template based on the Grid ++ Report design.(5)Test and case application of centralized procurement system are conducted.Through the establishment of procurement expert database and supplier information database,the procurement system conducts effective management to all links,which meets the demand of centralized purchasing as well as the design requirements.
