The Issues And Solutions Of The Grassroots Social Governance During The Progression Of The New Pattern Urbanization

New pattern urbanization is a significant path for China to realize good governance and a necessary step for social governance modernization. We have accumulated rich experience in conducting new pattern urbanization; meanwhile, we encounter new issues due to the limitation of pilot program for new pattern urbanization. Since the issues are endless and intricate, how to solve them as well as to capture the orientation, important content and focus of grassroots social governance, are an urgent task for academic circles in the present.According to the governance theory, due to the alternations between the “government malfunction” and “the market malfunction”, neither of mere government control and mere market control is the ideal solution for social governance. Instead, we should emphasize the pluralism of governing subject, which are the theoretical basis of this thesis. This thesis points out some new problems that are incurred during the progress of new pattern urbanization, such as the interests and rights of the non-local people have not meet the standard of the local residents, the isolation and conflict incurred by the “welfare migration”, and tough issues on combination of governance in “rural hollowing”. In addition, new pattern urbanization presents new requirements for grassroots social governance. These demands are including “people-oriented” rather than GDP oriented, “multi-agent and mutual consultation” rather than dominant be government, public engagement rather than administrative enforcement. In one word, we need good governance, instead of administrative decree.During the progress of new pattern urbanization, we encounter various issues in grassroots social governance. These issues involve the governance objectives tend to be controlling, governance body tend to be unitary, the lack of democracy in administration, and the lack of diversity of governance measures. These issues are brought about by the incomplete transformation of government functions, the weak financial support of grassroots, the scarcity of talent person in social governance, the indifferent public participation, and unscientific social governance evaluation system. On account of these issues, three resolutions are raised in this thesis. First, we should set new idea for grassroots social governance, which is the emphasis of “people-oriented” and spirit of “equality, consultation and government by law” as well as the transformation form “controlling” to “service-oriented”. Second, we need to foster multiplex subjects of grassroots social governance. On the premise of the transformation of government functions, we should deepen administrative reform and make full use of the function and capacity from the third party organization in society. Third, we need to improve the grassroots social governance mechanism, especially the public participation mechanism, the evaluation mechanism, the talent cultivating mechanism and etc.
