Research On Social Governance Of Grassroots Government In The Process Of New Urbanization

Urbanization is the process of population concentration in cities and towns.This process is manifested in two aspects: on the one hand,the increase in the number of cities and towns;on the other hand,the continuous expansion of urban population scale.The main difference between new-type urbanization and ordinary urbanization lies in that it focuses on farmers and covers rural areas,achieves the integration of urban and rural infrastructure and equal access to public services,promotes economic and social development and achieves common prosperity without sacrificing agriculture,food,ecology and the environment.New type of urbanization in our country,presents the characteristics of diversification,such as by promoting tourism development of tourist town,through the development of performing arts culture of film and television town,taobao town developed via the Internet,through the manufacturing and logistics industry developed intelligence built town,developed by the Yellow River belt movement and relocation town,etc.Taking Xiaoli Town of Jinan City as an example,this paper elaborates one of these types,that is,a typical case of realizing new-type urbanization and well-off life in an all-round way through the relocation of residents in the beach area of the lower Yellow River.The author chooses Xiaoli town as the research focus,because Xiaoli town has implemented the largest relocation and resettlement project in Shandong province,and the completed community of "Xiaoxing Jiayuan" has fully possessed the typical characteristics of new towns.Xiaoli Town is a typical representative of the relocation towns,which is an important way of the formation of new urbanization.Under the important background of new-type urbanization,the government of Xiaoli Town has continuously strengthened its social governance function.The economic operation of the town is in good condition and the industrial structure has developed smoothly,which has played a strong role in promoting the local economic and social development.However,we can still see that there are still many deficiencies in its social governance,such as the government’s insufficient ability to implement social governance,the government’s mode of social governance is too single,and the lack of a complete social governance policy system.Therefore,it is of great significance to improve the social governance methods of grass-roots governments in the context of new urbanization,enhance the social governance ability of the government,and then maintain social stability and promote economic development.For rural communities,problems of rural social governance arising in the process of new-type urbanization can be combined with their own actual conditions and taken domestic and foreign rural community governance cases as reference.Efforts can be made from the following aspects: First,to accelerate the role transformation of township governments and innovate the concept of social governance service;The second is to establish a sound social governance policy information system of the grass-roots government;Third,give full play to the role of grass-roots organizations in social governance;Fourth,we will strengthen the mechanism for training township cadres to serve community-level social governance.This paper hope through to the jinan Xiao Li Town from the countryside to the new analysis of the actual situation in the process of urbanization,the paper mainly discusses the township government under the background of the new urbanization,how to improve efficiency and level of rural grassroots government social management,to jinan,and other areas of new rural grassroots government social management in the process of urbanization to provide experience for reference,also hope to further broaden the new urbanization under the background of China’s new way of thinking to the transformation of township government social management functions,to better guide the construction of grass-roots government in the new urbanization.
