It generalizes the applications of the methods of comprehensive evaluation in scientific and technological (S&T) management, summarizes the relevant researches on technological commodities in home and abroad, reviews the researches on comprehensive evaluation of technological commodities, points out their shortages and analyzes the differences between comprehensive evaluation and pricing problems. Then, it set up a general scheme of comprehensive evaluation index system after analyzed acquired evaluation index. The method of Delphi is introduced to filter the primary index. The hierarchy model of evaluation index system is set up based on the analysis of statistic characteristics of expert's opinions. Through the advanced Analytic Hierarchy Process (AHP), it establishes the weights of index of the hierarchy model. It put forward the procedure and method of comprehensive evaluation of technological commodities via multilevel fuzzy comprehensive evaluation method. Finally, the applied scope of the method is discussed and an example of application is given.This evaluation model and method have referenced and applied values for evaluating the S&T achievements of universities or institutes, purchasing decision of technological commodities of enterprises, pricing technological commodities operated by technology agency. The author look forward that this article help to promote the transformation of S&T achievements and the development of technology market in china.
