Chongqing approved by the state as the first provincial urban and rural reform pilot area, secondary vocational education can not only provide a large number of technical talents for the economic development of urban and rural areas of Chongqing, but also can improve the overall quality of Chongqing. And with the implementation of China’s basic state policy of equality between men and women, modern women in China to realize self value of the increasingly high demand in the enthusiasm of social work and constantly improve and its role in social development is more and more important.Through the secondary vocational education, on the one hand can make women more smoothly into the career field, solving the employment problems in Chongqing women, on the other hand can be in Chongqing city womentraditional occupations status at the same time, to help women to enter the new field, develop women employment, and gradually improve the status of women in society as a whole.Policy of secondary vocational education plays an important guidance, norms, controlling and coordinating role, to policy to provisions and guide women with secondary vocational education is to strengthen the women with secondary vocational education important means. But the existing research on womenpolicy of secondary vocational education in the lack of systematic combing to policy related to the background, target, content, value, development trends lack of corresponding research, nor to women in Chongqing City secondary vocational education of special situation analysis, and thus can not establish effective link between women policy of secondary vocational education and secondary vocational education effect.Firstly, this paper defines the women, secondary vocational education, educational policies and policy effectiveness of core concepts. Secondly, secondary vocational education policies in our country women were systematically, summarizes our country women with secondary vocational education characteristics of the historical development and from the policy objectives, policy content, policy approaches in three aspects on Chinese womensecondary vocational education policy content analysis. Again, with Thomas Smith, public policy implementation process model, establish criteria for the evaluation of the effectiveness of China’s policy of secondary vocational education. Then, on questionnaire of Chongqing City secondary vocational schools, analyzes the Chongqing women with secondary The characteristics of the vocational education policy, the author summarized the main achievement and the existing problems of Chongqing city women secondary vocational education policy. Finally, in view of the problems existing in the proposed suggestions for the development of Chongqing city womenpolicy of secondary vocational education.Study found that women in Chongqing City secondary vocational education policy implementation, there is a low feasibility, hysteresis, policy process is incomplete, as well as in a single main issues. In this regard, the from four aspects, proposed the basic ideas of women in Chongqing City secondary vocational education development: further implement the basic policy of equality between men and women in our country, constantly enrich women with secondary vocational education policy subject, improve innovation women with secondary vocational education policy tools and improvement of women with secondary vocational education policy monitoring evaluation mechanism.
