OSCE is the largest regional international organization in the world,having 57 participants. OSCE is the only security organization combing all European countries with Asian and North-America, striving to guarantee peace, democracy and stability.After the collapsing of the Soviet Union, Central Asia countries joined CSCE. In order to incorporate Central Asia into the West system and safeguard the security of it,CSCE received the admission of Central Asia countries and cooperated with them.Before the later half of the 1990 s, OSCE strengthened its activities in Central Asia concerning politics and society. Before 9·11, OSCE’s activities centered on the political and economic transformation of Central Asia countries. Since 9·11,OSCE has take up the opportunity of anti-terrorism, deepening the cooperation with Central Asia countries. During the last several years, the activities of OSCE in Central Asia expanded greatly, involving politics, economy, security,social economy,etc.The activities of Central Asia include, helping to advance “Democratization”reform, encouraging economic reform characterized “liberalization” and“privatization”, promoting westernized “good governance ” notion and practices and strengthening security cooperation constantly.OSCE has mainly focused on technical assistance as the main content and regarded the promotion of western value as the “main line ”.OSCE also has deepened coordination with western organizations concerning its activities in Central Asia. The cooperation and assistance projects of OSCE has been beneficial to the security and stability of Central Asia, has enlarged the choice of international cooperation, is beneficial to the forming of “multilateral balancing diplomacy”. The democratization efforts of OSCE has hindered the independent exploration of Central Asia countries for development path. The geopolitical game of Russia and American in Central Asia has made the OSCE a tool for the struggle of political influence.The consensus decision-making principle has guaranteed the equal right of member states, but has made it inefficient. Absence of military strength and insufficient budget has caused the inability of OSCE in Central Asia. The overall development of political and economic situation will limit the actual influence of the activities of Central Asia countries.
