The9·11event occurred, which was one of the important events in twenty-first Century all over the word. The eyes of the world are focusing on Central Asia, which took the five Central Asian countries from the world political edge to the centre.After the disintegration of the Soviet Union, the relations between Russia and Central Asian countries experienced a complex process, and the Central Asia was regarded as a burden, disregard. The main target of Russian foreign policy is western countries, when Yeltsin served as president early in Russia, which could get money and technology to realize national rejuvenation. However, it was defeated, and Russia had to seek self-improvement. Reexamining the previous policy, Russia began to pay attention to the Central Asian region and other CIS countries, however many russian policies could only stay on the paper due to their own limited strength. Putin was elected as president of Russia, and he strengthened the implementation of Russian foreign policy through the reform and economic development, began to pay attention to Central Asia frequently. Russia had been weakened by the enlargement of the European Union and NATO in Europe, and the conflict broke up in2008between Russia and Georgia, that meant fierce competition had increased between the United States and Russia in the Caucasus region. Central Asia is very important to Russia as the last position, the important security barrier in southern Russia, and the support in th process of russian re-emergence as a global power, so Russia don’t allow any other country to occupy the dominant position in the area.Therefore, Russia deepened the cooperation with Central Asian countries from the economic, energy, military and many other fields in twenty-first Century, and consolidated advantage in the region basically:with the help of the Eurasian Economic Community, their economic relations got more closely, the bilateral trade increased gradually. In the context of the international financial crisis, Russia increased economic assistance to these countries; energy industry is the rise of Russia’s pillar of strength, rich oil and gas resources are also important wealth of the Central Asian countries, using former Soviet legacy of oil and gas pipeline facilities, the Russian energy companies got into the oil and gas industry in various fields, controled the oil and gas industry in Central Asia; the military power of Central Asian countries has been relatively weak, depending on the protection of Russia, Russia will grasp defense initiative in own hand firmly. In Central Asia, intervention of the United States is the biggest threat to Russia. After succeding in counter-terrorism, the USA began to carry out democratic transformation in Central Asia, which led to bad relations between the Central Asian countries and the USA. So Russia tried to get rid of the American military presence, and strengthenen its military power in the area, forming a huge advantage to America. Compared with America, Russia’s attitude to China is much better, China is more concerned about the safety and economic interests, the differences between the two nations had been solved greatly in the framwork of the Shanghai cooperation organization, and Russia also show the corresponding understanding about Chinese interests. The European Union, Turkey, Iran also more and more involved in Central Asian affairs, became the important factors in the development of the situation in the future.Russia want to achieve national resuscitation, re-integrate the former Soviet Union’s in future, the Central Asia is irreplaceable. Russia had found breach from the economic field--building uniform economic space, the next task is to establish the Eurasian union. Obviously, Russia will face a lot of difficulties, opportunities and challenges.
