With the deepening of reform and opening up, along with the enormous economic and social change, the pattern of social interests has undergone tremendous changes, new contradictions emerging. Township as the most basic organs of state, directly facing the people, responsible for the implementation of national laws, policies, providing people with important statutory public service functions, plays an irreplaceable role in the national governance system. However, with the development of the township, changes in the pattern of interests, townships have become the hardest hit of petitions. Under the current institutional and legal framework, there are many difficulties with township petitions which needed to be addressed. This paper is divided into four chapters, the first chapter is the introduction, discusses the purpose and significance of this paper, introduces the research status in and abroad, clear research methods; the second chapter is the related concepts and basic theories, explaining the concepts and the related theories; the third chapter is the example of Zaogoutou Town in Lanshan District, analyzing the status of the township petition and the difficulties; the fourth chapter is the five possible options in the background of the rule of law.
