Research On The Improvement Of Public Civilization Level In Luohu District Of Shenzhen City

In recent years, the phenomenon of people’s moral decline and loss of behavior in urban public places has occurred, which has brought about a very negative impact on society. The importance and urgency of the comprehensive management of the city is becoming more and more prominent. As the frontier city of reform and opening up, Shenzhen has been developing for more than thirty years, not only has made remarkable achievements in the construct ion of material civilization, but also made great achievements in the construction of spiritual civilization. Shenzhen is a new immigrant city, has the characteristics of open and inclusive, urban public civilization construction has its unique advantages, but there are some problems. In this paper, from the perspective of public management, Luohu District as the first built city proper of Shenzhen as a sample, the construction of public civilization has been studied.Firstly, this paper expounds the related concepts and the definition of the research of Public Civilization Construction in Luohu District, and briefly describes the relevant theoretical basis. On this basis, based on the current situation of Luohu District public civilization construction, fro m the public civilization construction problems, causes and the successful experience of domestic and international urban governance analysis, the existing problems of Public Civilization Construction in Luohu District were analyzed, and according to the results of the research, put forward the countermeasures and suggestions of public civilization level promotion in Luohu District.Through field investigation, questionnaire survey and public civilization index test, the author makes a research on the probl em of how to solve the problem of Public Civilization Construction in Luohu District. The results show that the urban public facilities are aging, the overall quality of the public is low, the long-term normalization measures are insufficient, the fine deg ree of urban management is not high, which leads to the difficulty of effective breakthrough in the level of public civilization in Luohu District. According to this, this paper puts forward the improvement countermeasures of Luohu District public civilization construction from the aspects of the government environment, the leadership mechanism, the rule of law, the public morality education, the voluntary service and the basic civilization construction.
