Late Qing Zuo Zongtang led Hunan Army recover Xinjiang, Border Administration transition from Military Administration to the Province system. In the process of Exentsive development of Keio education and Confucianism spread in minority areas of worship in Culture Idea of Governing Border become an important part of Xinjiang governance. In this study, “The Xinjiang Files Selection of Qing Dynasty” as historical sources,by focusing Turpan area, making an Empirical Study of History around the Culture Idea of Governing Border.The study found,official pay more attention to strengthen the impact and influence of Confucian culture,respected Confucian ethics and moral standards to develop the National cultural identity of ehnic minorities. Whether it is in all aspects of student recruitment,hiring teachers,textbooks settings,assessment of teaching effectiveness,and the establish of Keio bonus system, Keio Education Promotion all around the Confucian ritual indoctrination commenced.The Keio Education implemented more than twenty years before and after in Xinjiang province.In the teaching content,basically modeled on the mainland keio teaching mode,Minority students had made great progress in recognizing Chinese characters,saying Chinese words,reciting Confucian classics,writing sentence and article,etc.However,since ancient times,Xinjiang is a multi-ethnic area,there are big differenes with the mainland in terms of languages,religious culture,customs and other aspects.Keio Education promoted difficultly in Xinjiang ethnic minority areas,often accompanied by truancy,fathers hidden children and other adverse social reactions,there is a big aversion to official Confucian culture and the promotion of emotional resistance in Minority community.It concluded,the Culture Idea of Governing Border concept larglely failured in late Qing Xinjiang,Keio education,although the implementaion of a few years,but the building of National cultural identity of ehnic minorities,to achieve long-term stability of goverance effects produced little frontier.After analysis,the reason for its failure is threefold:first,the objective conditions that,that,the Minority Keio Education late development foundation is wake,short duration;next,hampered by subjective factors,in the process of Xinjiang keio development,there are teachers teaching poor,Keio atmosphere is not correct,the teacher corporal punishment on students,language communication difficulties,educational demand and supply imbalance and other issues;Finally the root cause,leading the Culture Idea of Governing Border to failed of late Qing Dynasty Xinjiang,that because of the Xinjiang offical awareness of the differences between the uighur Islamic culture and Han Confucian,and it is the essence of Han chauvinsim to forced assimilation at minority students with the Confucian culture in Xinjiang.The writer think that the proposed Culture Idea of Governing Border is a major attempt to Xinjiang in late Qing offical from military rule to change Sandwiches.Historical environment as the background,it is undeniable that the idea put forward for education starting from the long-term mechanism to explore the frontier governace having theoretical guidance.Contemporary government in the process of Border Administration,how to make the development of education and social development policies in line with the multi-ethnic region,long-term stability is of great practical significance for frontier society.
