The development of culture undertaking and physical education in Shihezi cannot be separated with the contribution of all staff in Culture and Sports Bureau. They are concrete implementers for the policies and guidelines of culture and sports about Party, country, municipality, corps and Shihezi People’s Government. They contact with citizens directly, express people’s wishes, solve internal disputes and service the audience, to maintenance the harmonious environment of society, sports and culture. It can be seen that this group usually work with high degree of emotion service. To some extent, they represent the image of country with a certain authority. So that it is required for them to control the emotion, keep fair and peace when dealing with official business.In addition, the management of this group is not the same as that in enterprise. As for the former, it is not appropriate to reward them with direct material, and the exit mechanism is less flexible than that of enterprise.This article, providing that all the staff is stable in Culture and Sports Bureau, is aimed to improve their working efficiency, keep their enthusiasm, help them improve the relationships with colleges, leaders, and service objects, and construct harmonious environment to the best extent possible. Taking all staff of Culture and Sports Bureau as research object, this paper compiled questionnaires for staff emotion management based on existing interviews and obtained following conclusions about current situation of emotion management through collection and analysis of several investigations:1、Section members or the staffs with primary title are low in emotion management, and the staffs among other levels have no obvious difference in emotion management.2、The staffs in Administrative Organs and Institutional Organizations have significant differences in emotion management.Understanding the cause of issues in emotion management can identify measures from those problems. An emotion management policy of an organization and a group and an individual is achieved:1、Measures for an organization(1)Increase the level of understanding emotion management in managers and staff as well as construct an emotion management system.(2)Establish a cultural orientation that conforms to the actual situation in the company.(3)Complete a system that directly or indirectly relates to emotion management.(4)The management method of a manager should accord to the positions of staff.(5)Events and methods relevant to the development of emotion management should be flexible.(6)Establish an interventional mechanism for emotional issues as well as to provide counseling and handle unhealthy emotions.2、Measures for a group(1)Make the atmosphere relaxed and pleasant of the department(2)Control the emotion management of the core of the interpersonal circle3、Measures for an individual(1)Fully cooperate with the emotional management measures by a manager.(2)Control the emotion of individual.
