The culture of an organization is the key power for its healthy and rapid promotion.As an institution with more than 60 years' glorious and respectable history,Hebei Hydrology Bureau has formed its outstanding traditions,sound legal system and shaped organizational culture in the progress of institution reformation and development of our nation.However,in the process,it also exposed some problems,such as low level in soft power,bad managing efficiency and low sense of pride and loyalty to the organization,which influenced the developing progress of the organization seriously.This article,with “the organizational culture landing of Hebei Hydrology Bureau” as its research subject,tries to find out new ways to break through the development dilemma.With the methods like questionnaire survey,and the related research achievements from native and abroad,this article showed a full investigation of the construction of organizational culture of Hebei Hydrology Bureau.The investigation's results showed that the main problems in the construction of organizational culture are low recognition degree of organizational culture from the employees,low understanding level of the leadership and scattered and immethodical organizational culture landing points.Based on these problems,this article provides a sound system for organizational culture landing,which is for Hebei Hydrology Bureau only.The system consists of three modules,which are “Spreading”,“Internalization” and “Implement”.The “Spreading” module relies on three ways,which are formal spreading,informal spreading and organization logo designing.The “Internalization” module requires four methods,which are the focuses and demonstrations from the leadership,the system's revising and perfecting,ritual activities and arranging and experiencing of cultural activities.The “Implement” module is mainly setting up examples,popularizing experiences and form the code of practice finally.The three modules combined with each other,and they solved the problems of understanding,accepting and implementing about the organizational culture of the employees.
