Study On The Problem Of Ecological Immigrants’ Social Assistance In Gannan Tibetan Region

Social assistance is a necessary and important part of the social security system in China.It is also an inevitable requirement to protect the basic livelihood of the people and strengthen the individual ability of farmers and herdsmen. It is emphasized that by 2020 China will basically eliminate absolute poverty in rural areas at the third Plenary Session of the 17 th CPC Central Committee.It becomes one of the basic objectives of the reform and development of the basic living security.It further pointed out that by 2020 to achieve the goal of a comprehensive well-off society at The fifth Plenary Session of the 18 th CPC Central Committee.Under the existing standards,Taking off the poverty line hat to solve the overall regional poverty.Under the premise of improving the quality of the ecological environment to solve development problems.With the attention of poverty and ecological environmental problems, social assistance system as a fallback insurance policy plays an important role.The State Council promulgated the "Interim Measures for social assistance" to which makes social relief rising as a fundamental and stability of the legal system in 2014. It is in the form of administrative regulations to weave the security network for basic life of people who are in trouble.The implementation of this system provides a guarantee for the protection of the basic livelihood of the people and promote social fairness.Social assistance work actively and achieved good results under the influence of being forced in the deterioration of the ecological environment, extensive mode of production backward and the traditional culture in Gannan Tibetan. At present, under the influence on economic development and the ecological environment is improved,it is obviously enhanced in the standard and effect of assistance in Gannan Tibetan.From the current situation of Gannan Tibetan Ecological Immigration and social assistance, we explored the relationship between environmental quality and economic poverty.We found that The coordination degree between ecological environment quality and economic poverty is not high.And that provides special policy background for the implementation of the social assistance of ecological migrants. The special background needs social assistance to give some support in which the need for anti poverty, the need of resisting individual ability to enhance the risk and the ecological environment.So the problem of poverty, ecological and economic development is a whole system in Gannan.It is the key to break current ecological migrants social assistance to construct the model of coordinated development that ecology and culture infiltrate the system of Politics, society and economy in Gannan Tibetan.It is the only way to achieve comprehensive coordinated andsustainable development of the region that to coordinate the relationship of political,economic, cultural, social, ecological.
