Research On Social Assistance For The Disabled In Xuzhou

Third Plenary Session of the 18 th Central Committee of the CPC requires "a sound system of disability rights protection", CPC Central Committee and State Council explicitly proposed to achieve the goal of National People’s well-off. At present, the social assistance work for the disabled is still in early stages of development, there are many inevitable structural and institutional problems, to some extent, deviated from the purpose of the system design, social fairness and justice, to make their rights such as social security are not fully realized.Developing undertakings for disabled persons, establishing and perfecting social assistance system for the disabled, solving the problem of social assistance for disabled persons has a huge role on promoting social fairness, maintaining social stability and constructing harmonious society.Social assistance for the disabled is a system for poor persons with disabilities to protect their basic living rights, mainly including minimum living guarantee relief, rehabilitation assistance, education assistance, employment assistance, etc. As of 2015, the total number of disabled persons with disabled card in Xuzhou was 179206, the theory number was about 64 million. The social assistance policy for disabled in Xuzhou is relatively complete, the rescue work can be carried out smoothly, but still there are issues about relief efforts, relief object coverage, rescue content, and social participation. The main reasons for these problems include government funding, inadequate mobilization of social resources, hard to apply for disabled card for people with disabilities, contact shortage of the relevant government departments, lack of information sharing platform with disabilities and the lack of relief incentives for social participation. By drawing on the outstanding experience and reality of our country and abroad,in addressing the issue of social assistance for persons with disabilities, the government should improve relevant laws and regulations, expand social assistance funding with disabilities,strengthen basic information for people with disabilities, establish and improve social assistance system for persons with disabilities, promote government collaboration and community participation, so as to improve the level of social assistance of persons with disabilities to ensure the realization of the fundamental rights of persons with disabilities.
