Research On The Levels Of Social Assistance For The Disabled In Shenyang

Since the reform and opening up in the1980 s,China's economic construction has made great achievements,regional development coordination has been enhanced,significantly improved the modernization of its state governing system and governance capacity,and significantly enhanced the vitality and innovation of the entire society and the continuous improvement of people's living standards.However,some difficulties and challenges are still facing China's development.Some prominent problems with inadequate development imbalance have not been solved.There are still many short boards in the field of people's livelihood,poverty eradication task arduous.In the 19 report,General Secretary Xi Jinping pointed out that “the major contradictions in our country have been translated into the contradiction between the ever-growing needs for a better life of the people and the inadequate development imbalances”.“Disabled persons are equal members of the social family and an important force in the development of human Civilization,an important force to uphold and develop socialism with Chinese characteristics,fully built a well-off society,the target of disabled people can not be less”.Social security system is the foundation for the stable social development.As an important part of social security,Social assistance is the “safety net” and “stabilizer” of a country's social security system,which provides the most basic life guarantee for the poor in society.As a part of the poor,disabled people are a huge social vulnerable group.The level of social assistance for the disabled is a symbol of the level of civilization and economic development of a country and is the touchstone for measuring social fairness and justice.National Bureau of Statistics of China,the Second National Leading Group for Disability Sample Survey released the second national survey of disability survey shows that China has a total of 82.96 million disabled people,the disabled population in our country is large-scale,the society faces the risk of disability,and the disabled population has entered a period of rapid growth.Therefore,the establishment of social assistance system for the disabled,improving the living conditions and the living standards of the disabled will plays a very important role in building a harmonious socialist society in our country,for the sustainable development of society,for building a well-off society comprehensively and realizing the Chinese dream.This paper first through a large number of documents to analyze the status and problems of social assistance in Shenyang disabled.Secondly,by randomly sampling persons with disabilities registered in Shenyang handicapped Federation.200 families of disabled persons were selected to conduct questionnaires to understand the personal basic situation,economic status and living conditions of disabled in Shenyang,analyzed the survey data by using SPSS statistical software,and using the extended linear expenditure model to Measure the levels of social assistance for the disabled in Shenyang,compared the theoretical values and actual values found that the actual value was lower than the theoretical values.Finally,provide the feasible suggestions for improving the social assistance level of the disabled in Shenyang.
