As the party’s senior cadres, provincial leaders is an important part of the national party and government management system. It is the backbone of the cadres, the party’s major policy makers, the party’s ruling activities organizers and ruling mission, a typical representative of the political elite. Its professional growth and career development have rules to follow, conform theory and Practice such as the flow of elite and professional growth stage. Explore and analyze the growth pattern of provincial leaders in China, would contribute to the healthy growth of the whole cadres. Satisfy the needs of the development, at the same time to improve the quality of the party and government leading cadres and ability. And then serve as a reference for all areas of talent development.Taking 116 provincial leaders since 2005 as the research object, through collect the resumes, mainly on the empirical analysis and supplemented by induction and description of the data. Using SPSS software for data processing, such as independent sample T test, cross tabulations, survival analysis and Cox regression model. Reveals the structure of the provincial leading cadres, at the same time construct the model accords with their growth and verified. Finally found by comparison, demographic background factors such as first degree of leaders, graduate institutions and age, work experience such as party standing, working time, working methods and department, grass-roots experience, temporary and secondment experience are the significant factors affecting provincial leaders growth and promotion. Thus further validated growth pattern of provincial leaders, such as multi-dimensional, progressive, the promoting function of the environment, institutional guarantee and the diversity of the way. At the same time the interaction analysis of variables explain that superposition of variables have positive effect on leading cadres to grow. For leaders at all levels to improve their quality, effectively development potential to provide scientific basis.
